A delegation is the transfer of a duty or power to act on behalf of another, including a Territorial Authority e.g. Western Bay of Plenty District Council.
Why are delegations important?
The Western Bay of Plenty District Council (WBOPDC) has a large number of powers, duties and responsibilities that are vital to the efficient and effective running of our organisation.
Council staff, contractors and consultants are delegated the authority they need to exercise or perform the activities, functions, and duties that fall within the scope of their position description and role.
This manual explains the procedure that must be followed for the making of delegations. If this procedure is not followed, there is a risk that the delegation will be improperly made, which could have serious legal or financial consequences.
Financial delegations Authority to commit Council funds.
Statutory delegations Powers, duties and responsibilities given via various Acts, Regulations, and other legislation.
Operational delegations Some policies and bylaws adopted by resolution of Council contain delegations relating to implementing, monitoring and/or enforcement of that policy or bylaw. Some rights and obligations are delegated for effective and efficient operations.
